Part A: Access

1. What are the major issues surrounding access to healthcare in America today? In your view, what might be done to address these issues and improve access?

2. Do you think that Americans have some problems with access to care? Do some people have more access problems than others? If so, why?

3. If you have insurance and you can pay your out of pocket cost, is it difficult to gain access to the system? Is the problem worse in some areas than others? Is it different for different kinds of service?

Part B: Quality

1.Access. How does this new law impact such access?

2. Are there any ways we can control for those other variables so that we can figure out whether the shorter life expectancy of poor people is due to their receiving healthcare of lower quality? Can we reject the hypothesis that this is not a quality issue but rather an access issue?

3. How many people die each year from medical errors? Overall, where do medical errors rank as a cause of death?
