1. Consider what James Madison wrote in Federalist #10: “Extend the sphere [of the country] and you take in a greater variety of parties and interests; you make it less probable that a majority of the whole will have a common motive to invade the rights of other citizens.” Explain what this means. How well does the interest group system today represent the diversity of public opinion? In other words, does the system have some bias in it?
