Public managers in the organizations are often required to initiate major change or transformation in their agencies (Kee and Davis, 2006). Hence these managers are often required to possess a unique leadership called the “change leadership”. This concept of leadership is different from the normal leadership or management of a public agency. They need to carefully assess the risk and rewards, and a skill to manage risk in a way that protects the leader, the agency, and other stakeholders.

There are several influences on public managers that demand change leadership. Public managers at different levels of government are under pressure to be more performance oriented. This includes various performance-based approaches such as performance-based budgeting, the federal Government Performance and Results Act, and a variety of pay for performance plans. To encourage competence and improve effectiveness, public managers need to be competitive and entrepreneurial, including efforts at contracting-out, competitive sourcing, and various public-private partnerships.

Government officials need to quickly respond to changing demands brought about by globalization, new threats, such as terrorism, and uncertain events, such as Hurricane Katrina. One of the common factors in all of the above factors is the need for agencies to change themselves which is not easy. Though potential rewards may be good enough, change carries risks for the agency, the manager, and other stakeholders.

In contrast to private sector, public sector leaders have considerably more stakeholders.

Thus basically, the two stories follow a similar style of narration, since they center on the lives of the anticipated heirs to the throne, and the vigorous process of inhumane lives they live, mostly characterized by torturing the perceived enemies of the throne. The plot of the two stories has similarly followed the lives of these heirs to the throne, though not mostly centered on their personal lives, but the lives of their personal body doubles, who are meant to act like them in every way, so they can take the risk that such heirs are exposed to, at the expense of the heirs themselves.

Latif Yahia is the personal double of Uday Hussein in the story The Devils Double, and he is the narrator of the story. Similarly, the story In the Palace of the End by Martin Amis is narrated by an unnamed character who is the personal double of the Next Nadir (Greaney, 2008:21). Thus, the fundamental comparison between these two stories is that they apply the same style of story narration, which is first person narration. The stories are narrated by the actual individuals who are participating in the activities of impersonating the heirs to the throne, and every aspect of the narration is their own account of what they have done or what has happened to them, in the process of living as the real heirs to the throne (Keulks, 2006:47). The application of this style of narrating the story by the authors of the two books is simply meant to show the real situation of dictatorship in the countries such as Iraq during the reign of Saddam Hussein as experienced firsthand by the characters

Toms expresses his frustrations through his drinking and attending the movies in the evenings in addition to writing and reading poetry at work. A good amount of the play centers on Laura, however. In reciting how the impression of memory is achieved, Richard Vowles (1958) describes its dreamlike characteristics, “One scene dissolves into another. There is, indeed, almost a submarine quality about the play, the kind of poetic slow motion that becomes ballet and a breathless repression of feeling that belongs to everyone but Amanda” (54). Williams illustrates the way memory has functioned to form Tom’s impression of life, never allowing him the escape he sought after through the merchant marine by sustaining the concept that almost the entire play is a Tom’s memory in clear focus by means of this otherworldly light.
